I'm not sure sure that's an MS rating badge. His hat has USN. We wore that uniform in the 80's and his rating is on the wrong side along with his name tag. Which makes me think the picture is reversed some how.

PO2 Kevin Parker Forgot to Reverse it During Photo Editing thanks for the catch. Yep We were wearing that from when I joined in 76 until the Old Style started being phased back in in 1980.
