The Army Congressional Fellowship Program (ACFP) is one of the only degree-producing pathways available to enlisted Soldiers, specifically those in grades E8 and E9. This allows selected troops to earn a Master of Legislative Affairs from The George Washington University and subsequently serve on The Hill upon completion. This year I was one of three selected for this program, which will begin in May of 2021. All Soldiers selected this year were MSGs.

The ACFP is not very well known or promoted, so if anyone would like info on the application process, please leave comments below. I intend to provide updates to this discussion after the program begins in an effort to raise awareness of this excellent opportunity for Senior NCOs.

U.S. Army Congressional Fellowship

The Army Congressional Fellowship Program is a 44-month program which includes pursuit of a Master of Professional Studies (MPS) Degree in Legislative Affairs at George Washington University, service as a Fellow for a Member of Congress, and utilization on the Army Staff in a congressional-related duty position. The program seeks service members who have demonstrated outstanding promotion potential. Officers and senior noncommissioned officers looking for a fast-paced and exciting broadening opportunity are encouraged to apply for the Army Congressional Fellowship Program. Commanders and supervisors are also encouraged to submit their best candidates for this prestigious opportunity based on the outstanding potential and aptitude for service in the Congressional environment.

The Army Congressional Fellowship Program has four purposes:
Provide outstanding service members with strong promotion potential an opportunity to learn and understand the importance of the strategic relationships between the Army and Congress.
Expose Congressional Members and staff to the outstanding quality of Army leaders, and also to help Congress understand the Army as an institution through contact with Army fellows working in their offices.
Develop a cohort of Army Leaders who can be immediately assigned to Legislative Liaison duties within HQDA [Office of the Chief Legislative Liaison (OCLL) and Assistant Secretary of the Army for Financial Management and Comptroller (ASA-FM&C)], National Guard Bureau-Legislative Liaison (NGB-LL), and Office of the Chief of Army Reserve Legislative Affairs Division (OCAR-LAD).
Develop a pool of senior noncommissioned officers for potential future utilization in the field of legislative liaison.

Orientation and Academics. Selected participants begin the fellowship with an orientation program, which prepares Fellows for academics and orients them to OCLL. The academic portion begins with a summer term of study at George Washington University (GWU). The GWU MPS in Legislative Affairs consists of an 11-course program focused on Congress. The curriculum exposes students to all aspects of the congressional experience. Congressional staffers comprise the large majority of students in the program, which offers Army fellows a unique opportunity to network with others working on Capitol Hill and in the legislative liaison arena. Fellows enroll in core courses and electives in the summer and fall 2021 sessions. Fellows take elective courses in areas of their choosing, pursue independent study opportunities, and complete comprehensive exams earning a Master of Professional Studies Degree in Legislative Affairs in spring 2022. Fellows can be awarded transfer credit for Army PME and courses completed that have not contributed to a Master’s Degree, at the discretion of GWU.
The Capitol Hill experience. In January 2022, fellows begin their assignment on Capitol Hill by serving on the staff of a Member of Congress or on a congressional committee. Fellows are typically given responsibility for drafting legislation, preparing and staffing the Member for congressional hearings, writing speeches, drafting floor statements, handling defense-related constituent issues, and briefing Members of Congress prior to committee meetings and floor debate. The Capitol Hill experience ends in December 2022.
Utilization Assignment. Fellows will immediately serve a 24-month utilization assignment upon completion of time served in a Member’s office. Fellows will be placed in either OCLL, SAFM-BUL, NGB-LA, or OCAR-LAD. All assignments are approved by the Chief Legislative Liaison IAW AR 1-202.
1. Selection Process:
1. Step one: The U.S. Army Human Resources Command (HRC), Fort Knox, KY will review and either accept or return each request based on application accuracy. Candidates will know their status within ten (10) working days from the day of application submission.
2. Step two: The FY2022 Army Congressional Fellowship selection panel will convene 12-15 May 2020 to select candidates to present to the Chief, Legislative Affairs for final selection of fellows.
3. Step three: Applicants will be notified of the HRC selection panel results not later than 12 June 2020 with final results not later than 15 September 2020.

2. Obligations: Total Service Remaining Requirement (SRR) is 44 months from the report date of the program. The fellow will begin in May 2021 and complete December 2022. Military fellows will serve an immediate two (2) year utilization tour through December 2024.

3. Assigned Unit: All Fellows will be assigned to the U.S. Army Student Detachment, Fort Jackson, SC w/duty at OCLL, Washington, DC.
4. Key Dates (FY2022 Positions):
1. Application Deadline: 10 April 2020
2. HRC selection panel: 12-15 May 2020
3. HRC selection notifications: 12 June 2020
4. Final selection notifications: 15 September 2020
5. Program begins: May 2021
6. Program ends: December 2022

6. Eligible Population: MSG/1SG (E8) or SGM/CSM (E9)

7. Number Selected Per Year: The total number varies each year based on the needs identified by OCLL.

Note: All fellowships are processed as a normal PCS Assignment by the Military Schools Branch.

U.S. Army Congressional Fellowship Eligibility Requirements
All requirements are NON-WAIVERABLE.
1. Must be an Active Component (AC), Army Reserve (AR-AGR), or National Guard Traditional Drilling Member (M-Day) Soldier.

2. Hold the rank of First Sergeant (1SG)/Master Sergeant (MSG) or Command Sergeant Major (CSM)/Sergeant Major (SGM).
1. 1SG/MSG applicants must have DOR of 01 May 2019 or earlier
2. CSM/SGM applicants must be able to complete the entire program to include utilization prior to their Mandatory Retirement Date (MRD). Utilization ends on 31 December 2024.

3. Must have completed all requisite levels of NCOPDS for their rank, to include Distributed Leader Course (DLC).
1. 1SG/MSG applicants selected to attend the United States Sergeants Major Course while in the fellowship program or application process will not attend the NCO Leadership Center of Excellence Resident Course, but will be enrolled in the non-resident course.

4. Applicants are still eligible for consideration under the Qualitative Service and Qualitative Management Programs (QSP/QMP).

5. Must not have been selected for and participated in any of the broadening opportunity programs within the last Ten (10) years. This does not include the Defense Advanced Research Projects Agency (DARPA) or the HQDA Strategic Broadening Seminar Programs.

6. Must possess a bachelor’s degree from an accredited institution.
1. Have an undergraduate grade point average of 3.0 or better. (Not required if you already possess a graduate degree or juris doctorate.) Candidates with a bachelor’s GPA below 3.0 who do not have a master’s degree or a juris doctorate must submit a statement of academic readiness.
2. Candidates with an undergraduate GPA below 2.8 who do not have a graduate degree or a juris doctorate must also complete the Graduate Record Exam (GRE) or the Graduate Management Admission Test (GMAT).

7. Meet army height and weight requirements and be in excellent physical condition.

8. Not be pending any adverse actions or be at risk for promotion.

9. Have extraordinary potential for future Army service.

10. Have interpersonal skills and the ability to interact and form relationships with individuals from diverse backgrounds.

11. Have superb writing and speaking skills.

12. Be able to complete the full fellowship program without interruption, to include the two (2) year utilization assignment immediately following the fellowship.

13. Be able to begin the fellowship on or about 01 May 2021.
Application Packet Requirements
1. DA Form 4187 (Personnel Action) with the information below:
Block 1: Type the address of the approver who will sign/endorse your DA Form 4187 requesting to compete.
Block 2: Use the address - Commander, Human Resources Command, ATTN: AHRC-EPF-S Ms. Lisa Roberson, 1600 Spearhead Division Ave, Fort Knox, KY 40122.
Block 3: Your military address.
Block 4: Your last name, first name, middle initial.
Block 5: Your current grade/rank and military occupational series.
Block 6: Your social security number.
Block 7: Leave blank.
Block 8: Check the line titled “other” and type in “Army Congressional Fellowship”.
Block 9: Either hand sign or electronically sign this block with your signature.
Block 10: type in the date you are signing your DA Form 4187.
SECTION IV: Type in the following remarks:

Resume – Any format with the following information: Name, Rank, mailing address, phone number, email address (civilian and military), brief description of military work experience with dates, education (include types of degree, degree major, dates attended, GPA, name of institution, brief accounting of languages, special skills, and interests.
4. Most current DA Form 705 & 5500/5501 – Most current DA Form 705 (Army Physical Fitness Test Score Card) and DA Form 5500/5501 (Body Fat Content Worksheet), if applicable. If the date of the test is not within twelve (12) months, please explain.
5. Letters of Recommendation (LOR) – Minimum of three (3) and a maximum of five (5). One LOR MUST be from the current Commander. Address to “President of the Selection Panel.” (Suggestion: if you are applying for more than one program have the recommender recommend you for “any Broadening Opportunity Program” instead of a specific program).
6. DA Photo – Candidates are responsible for ensuring their official military photo is up to date. Updates must be made prior to submitting request to compete
7. College Degree – provide transcripts for bachelor’s degree and master’s degree (if applicable).
a. Candidates with a bachelor’s GPA below 2.8 and without a graduate degree or juris doctorate only, must submit a copy of their valid Graduate Record Exam (GRE) or Graduate Management Admission Test (GMAT) scores. Test date must be after 01 May 2016.
b. Candidates with an undergraduate degree below 3.0 and no graduate degree must submit a statement explaining their academic readiness to be a graduate school student. Can be in any format and no more than one page. Your name/rank must be on the statement. Title statement “Academic Readiness to be a Graduate School Student”.
8. Writing Sample (essay) – All applicants must write a 2-page executive summary (single spaced) of the 2019 Army Posture Statement identifying key points for each of the Army’s priorities. Use Arial, 12-pt font and 1-inch margins. Include a title and your name. No other headers or footers are necessary.

9. NCOERs – HRC will pull last three (3) NCOERs from IPERMS. Candidates are responsible for ensuring their official military photo is up to date in IPERMS. Updates must be accepted in IPERMS prior to submitting request to compete.

1. MFR with the following information (any format) – Grade, name, last 4 of your SSN, Undergraduate Degree GPA, graduate degree GPA (if applicable), GRE or GMAT scores (if required or you have one. Not a requirement if you have a graduate degree or your undergraduate degree GPA is 2.8 or higher), and the following statement: “I understand that if I am awarded the FY2022 Army Congressional Fellowship, I must have an SRR of 44 months from the report date. I further understand that I have a two (2) year mandatory utilization assignment immediately following my time on Capitol Hill. The utilization assignment will be determined by the Office of the Chief for Legislative Affairs (OCLL). I also understand any requested to defer or reduce the utilization assignment must be submitted to OCLL for final decision.”

Thanks, CSM! I hope to share some insight into this program with the RP community. To be honest, I had to figure it all out myself. Nobody knew anything about it, other than what is on the Broadening page.

SGM (Join to see) That reminds me of Ft Knox in 1953. The bulletin board in the old wooden barracks had a tired Announcement of the need for Airborne Soldiers. No one pitched that idea to me. Now, I wish I hadn’t been so fat, dumb and not doing anything at Ft Knox. I didn’t realize I was really in the 74th Armored Signal Co and that it was really a just holding company for overseas levy’s. Our mission as Signal Corps School Troops seemed to be providing Soldiers for Guard Duty of the School Troops AO!

UPDATE #5

I have completed all coursework for a Master of Legislative Affairs from The George Washington University. However, there is still one last comprehensive exam that I must take in March 2022. The degree will be conferred after that test is complete.

A few key points for anyone selected in the future:

1. I was able to get credit for one class based on previous experience, meaning that I had to take 10 classes instead of 11 to meet all graduation requirements.
2. I took four classes during the summer, plus an independent study (self-directed research project).
3. I took four classes during the fall, plus an independent study. [Total of 10 classes from May to December]
4. Congressional Oversight is a horrible class where the instructor drones like the teacher from Ferris Bueller's Day Off. It's an elective; don't take it.
5. Any course taught by Rodney Whitlock is amazing.
6. I had an incredible amount of free time, enough to completely renovate my house.
7. All the enlisted Fellows are getting selected for SGM, including me. You will probably get picked up if you are competitive enough to be selected.
8. I received my Congressional office selection on 10 December. Out of my 27 ranked choices, I received my #2 selection. Every Fellow except one received a Member in their top 10 choices.
9. I begin working on Capitol Hill in January for my assigned Member of Congress.

My next update will describe some of my experiences in the Congressional office. I will not share the Member's name publicly, just because of the current polarized political environment.
