Running a department like a football team is why Navy ships hit slow moving very large merchant ships. I'm a soccer guy. Played Div III, coached youth and am now starting my seventh season refereeing youth, HS, and adult games. Soccer players are fit, self-motivating, flexible, and intuitive. They are not obedient to a play book. Highly adjustable to changing situations. Able to lead and follow quickly. Develops subordinates by integrating them with experienced players letting them learn and fail while not affecting the game's progress. When the ball is out of play, no need for a time out or huddle or coaching advice, they get the ball and put it into play and get on with the game.

LTJG Richard Bruce The concept is a good one. You develop them as they come along in training. The article doesn't talk about using a play book, more like developing the JOs like sports teams develop their "leaders"; through a sort of minor leagues.
