If an ARNG Specialist already has WLC/BLC, does this soldier trump the TPL?

If a ARNG specialist already has WLC/BLC, does this soldier promote before the soldiers on the TPL? Or is having WLC/BLC independent from the promotion list? I ask because I have received mixed answers from different NCOs. I thank you all in advance.

I think that the soldier that has completed BLC would trump soldiers on the TLP list. Having BLC/WLC is independent of the promotion list but you need it to pick up your sergeant.

For ARNG, soldiers will first be selected for promotion off the EPS list. That soldier will be reassigned to that position and will get a promotion order after they complete their NCOES. Because that position is filled when the next person on the EPS list is selected (whether they can promote right away or not), a soldier that has completed BLC but is lower on the list can not be selected for promotion first because they have to fill an E-5 slot to be eligible for a promotion order (which are filled with people higher on the EPS list but may not have BLC).

You have to have WLC / BLC completed before even being promoted... a Soldier can be on the TPL, but if tbey dont meet the requirements such as a leadership school, no matter what rank they are going for, they will be dropped to the bottom and reconsidered next FY
