I’m currently trying to reclass (voluntarily) And my 4187 has already been sent to HRC, but I can’t be promotable to reclass and I think this is a justifiable reason.

You don't have a choice to appear before the board, army regulations require you appear before a board at least once in your primary zone. What MOS are you reclassing into that you can't be promotable?

I’m in my secondary zone though, that’s why I wanted to find the reg in black and white stating this.

SGT (Join to see) I'm not aware of 25U having a rank restriction for promotable E5. I suggest you go to the board and resubmit your voluntary reclass for 25E which has an automatic promotion to SSG upon completion

Recommend you remove the USMC SSgt tag on your post, they will be of little assistance on this one.

Well, some of us crayon eaters were in the Army too..... But as far as knowing Army Regs in regards to promotions, I tend to agree. Nothing useful will come from us.

I’m not sure but I want to say that if you do reclass you’re promotable status will drop when you go to your new mos. Unless the MOS states you can not apply as promotable.
