An excellent topic. There has been volumes written on the subject and history for hundred's of years has named many who were great leaders in their time. I use the following to define Leadership.

"Have knowledge, the skill and ability, to move, inspire others to do those things they would not otherwise do for themselves or by themselves".

A leader LEADS the organization and sets the example for others to follow. He must be honest and encourages his subordinates. He takes responsibility for his organization. Uses praise before using discipline. The leader is a coach, mentor, teacher and blocks unwanted influences thus protecting the moral and spirit of his employees. He uses his power and influence morally and ethically to the benefit
of his subordinates. He is not afraid to admit when he is wrong. Be a good listener. Consider advice and suggestions from others.

Your article is correct. Too often we are lead by empty shirts. Figureheads and a leader in name only.

There is no difference between senior military leadership and senior civilian leadership. There are many of examples of great military leaders and a few political leaders. The best corporate leader in our time was Lee Iacocca of the Chrysler Corp. He saved the American auto industry and the books about him are worth reading.
