There were 10.5 million police arrests in the United States in 2019. That works out to almost 29,000 arrests a day. I am sure there has been all manner of restraint used in those numbers. Police need better training and the lack of continuing physical fitness requirements and grappling training means most are just doing the best they can. I don’t believe there is a universal secret police restraint handbook. Certainly was not one that my father was trained in.
