Most mistake the " three volleys" as a 21 gun Salute. The 3 volleys comes from a time of war when the dead needed to be cleared from the battlefield, each side would fire 3 volleys to signify that the dead had been cleared and taken care of. My understanding is that the 3 volleys means that our brother/sister has now been taken care of and is at rest. My Uncles flag has 3 spent shell casings from the Honor Guard.

So is the Air Force only one doing this? How about Army, Navy, Marines?

No we are sticking with it, however not every gun actually fires in all places. With the MC in its painstaking attention to details they will have the best 3 shoot to reduce the risk of the shooters being out of Sync.
