Better question... Are you expecting a police officer to perform trick shots that involve hitting targets the size of a dime under duress... If so, the will miss and be slain by the opponents return fire.

Sgt (Join to see) well hit percentage is a game of chance... If you get shot at.. Is the shooter rolling 100% which is instant hit... Or the 18%... The you have to roll on fate when you dhoot .. Do you get 100% or snake eyes?

As a police officer and firearms instructor, no one has ever been taught to "shoot to kill." It's always shoot to stop the threat. The best way and easiest target to hit, is center mass. The fact that it has a strong chance of killing the assailant is not the primary reason for shooting center mass. The people that assume that cops can just shoot the gun out of their hand or shoot them in the arm or leg to "incapacitate" the bad guy are simply idiots.
Pulling your firearm is not a "show of force" or a "warning." When a cop pulls his weapon, that means he's ready to use it.
