Those poor farmers. They are being punished by the tariffs and the weather. I also wonder if there was much planning for disaster relief operations.

I lived in New Orleans for 15 years and use to live about a block from where one of the lake front levees collapsed. The older levees held. The newer levees were not designed for the flooding levels. The majority of damage to the city was due to under designed pumping stations. City decided to spend taxpayer monies on casinos and patronage projects instead of protecting those who pay the taxes.
