I don't have good feelings of opening up the country in let's say 4 weeks. COVID-19 will still be there, and it appears that not all control measures are working to rid of COVID-19.

The good news is that Trump can't order folks back to work. It was state and local governments that implemented stay at home orders and only they can lift them. Problem is that red state leaders will lift them if Trump says to do so, even if their states are still experiencing increases in cases.

You are right to be worried. Treating public health as a top priority will actually benefit the economy.

Ironically, rushing to open up the economy will result in both economic and public health losses.
