The $$$ incentive to openly challenge POTUS as a reporter is larger than any sanction the White House can dish out. That has always been the problem and this has been going on at least since Reagan was POTUS. Remember Sam Donaldson screaming at Reagan to get his attention. Helen Thomas would challenge Reagan constantly on his comments. He would politely respond to each then move on after 2-3 attempts to make him look bad. Reagan was quick witted though and Trump is not.
