Readiness is step one. Increasing the manpower and lessening the load on those already stretched thin is building readiness. I have stated before, McCain has become less relevant and more into party posturing and it is time for him to step aside.

Of course maverick US Senator Sen. John McCain, who leads the Senate Armed Services Committee, would have the temerity to say the President Donald "Trump’s budget plan is “inadequate to the challenges we face, illegal under current law, and part of an overall budget proposal that is dead on arrival in Congress.”
McCain's "illegal under current law" no doubt refers to the fact that the "proposal is $52 billion above federal spending caps mandated by the Budget Control Act of 2011 [AKA Sequestration]."
The 2018 Budget proposal reduces the budget of civilian agencies budgets in order to raise the defense portion. It also realigns DHS by, among other things, reducing the roles of the Us Coast Guard that other parts of DHS already perform - rightsizing DHS.
This budget is the first submitted by the Trump administration. I think the POTUS is making good on campaign promises and pursuing a defense modernization agenda which is perfectly reasonable.
1. Just days after taking office, the new president signed an executive order at the Pentagon to underscore his desire to fulfill campaign promises to buy more warships and combat aircraft. That bot only was aimed at improving our military capabilities but also to improve the economy in shipbuilding and aircraft building an ancillary industries.
2. Defense Secretary Jim Mattis has "developed a three-step approach to rebuild the military. It aims first to fill equipment and training holes, then to increase the capacity of the military, and finally, to make it more lethal."
Yesterday, I downloaded the President's 2018 Budget submission. I hope to review it in the next day or two.
