Wow. To be honest I would not know how to handle the increasing amounts of females in the Army and the issues that causes or as to how to approach it without being very non-PC. As to "violence" , all the violent incidents off-post(most not sexually related-crimes), reflects that Killeen and the area can be a pretty rough place. Pretty easy to find trouble there or trouble finding you if you are not cautious. Or at least that is what I saw back 1990-91.
And Ft. Hood being a major manuver training base. always has its share of training accidents and car-crashes onpost and off post on Texas roads, which just adds to the effect of criminal deaths , as the numbers get conflated. The increased time in the field for many of the line combat units there can also contribute to domestic problems/abuse/divorce/suicides , and also higher %'s of alcohol and drug related incidents which can be part of the other problems as well.

Killeen isn't that bad considering all major cities like Detroit, Chicago, etc. Besides most of the people there are the people that ETS'd and stayed. Most of the people that grew up there don't make up the numbers for the people causing trouble. I spoke to a cop face-to-face and he confirmed that was true. Also, the people from Louisiana who left because of Katrina too. I think if trouble is what you're used to then you'll find it anywhere you go. The second part of what you mentioned is true. The training demands definitely require alot of resilience if your not used to it.
