My response would be if it is in a suspected terrorist building, and cannot be definitively ruled out as a bomb component, it is a bomb component and should be treated as such.

We have to, and do assume that anything can be made into an IED, as the trend has been to use natural or common items to disguise them. Technology has yet to show gains in identifying the simply constructed IEDs that are so prevalent in the AOR.
