If you read the full exchange, it was sarcasm to show the ineptitude of the person who was speaking. They had to reply "I'll have to get back to you on that." To which Gohmert retorted that he would be very interested if they figured that one out.
Gohmert knew there was nothing that can be done about these natural cycles and was using sarcasm to point out that regardless of what we do or do not do, we can't control EVERYTHING.
