Harvey is showing that drones are a long way from replacing manned helicopters for some functions. There is a show on A&E called Live PD. I enjoy because it shows not just the highlights of a month of following around a department like COPS. They have shown some departments using small drones with FLIR cameras on them already. I think that is a far better idea than using military drones. Small enough to be kept in the trunk of a patrol car means that the officers on scene can deploy their own air support without having to wait for the resource to be brought in. For departments without an air unit, it is a far more cost effective way of conducting aerial searches. On a side note, the movie Dredd depicted drones being used to monitor cities.
