We do partially because our President was fighting Congress for the right to close our borders.

China didn't start quarantines until AFTER the TET/Chinese New Years Holiday. Lots of Chinese nationals traveling internationally and a ton people of Chinese ancestry traveling back from the ancestral home. Look at the regions hit first out side of China, Iran (big Chinese Vacation spot), Milan area of northern Italy (large number of Chinese workers in the garment industry) and even New York,( one of the largest China Towns outside of Asia.)
