Total pipe dream at current manning. We, too, had 4 qual'd teams, with the 4th being TT's. Works great until you realize that there is no time to have ITT meetings. I squashed it when I found out the TT's were stepping away from watch stations to get their ITT stuff done, and spending all their watch time doing their scenario write-ups instead of paying attention to the watch. I think this is all a crap shoot, until they realize that the current manning of these ships is 2/3's what was designed. I lived through "Smart Ship manning" and we all just shook our heads. I really don't mind that they are trying, just wish they would realize that they are starting from a manning shortfall. No way to polish that turd... Also, what I found is what do you do when something breaks? Sorry can't work on the STBD shaft because it is after working hours? Don't think so...
