prosecute a few people and see if the leaks dry up. I can think of a former Sec of State that would make a nice example.

Leaks seem more common than the news. I wonder if all this is a means to an end...

My guess for culprits would be Congressional staffers from both sides, and maybe even WH staffers. Intel folks likely know better and also know how easily they can be caught, because they do this stuff for a living. WH staffers could be doing it for other reasons than the obvious. Some might be disinformation to divert attention from other things going on, or even to create the impression of opposition leaking to ignite the base, when maybe they actually aren't. CI folks do things like this routinely to identify and isolate leaks. Distribute a topic to a select group and see if it surfaces elsewhere. Then through process of elimination surrounding further topics they can narrow the field down. Then it's time for direct surveillance to further narrow it down and finally polygraphs to find the source. They've already collected certain WH staff phones to check history or if they are using apps that erase traffic after sending. These must be unusual times in DC, with all the division and distrust within each party. Reminds me of Spy vs. Spy cartoon from Mad magazine in 60's. Thanks for sharing.
