I had a friend who was stationed in Turkey. The stories he told were revealing. For example, if riding in a taxi that got into an accident, Americans had to flee on foot before the police arrived or they'd be arrested and forced to pay damages. And, upon leaving the country, his household goods were confiscated because he failed to save the pieces of a lamp that had broken while he was there. The customs officials had inventoried everything piece-by-piece when he arrived and discovered the lamp missing when he left. Thus, they alleged that he must have sold it on the black market. With friends like these...

One of the Turks working in our building was stopped at a red light when she was rear-ended by a taxi. The police came and while taking statements a black Mercedes rolled up and handed one of the police officers an envelope. Long story short - the police and later the court found her to be at fault. The judge stated that she should have gone through the red light to avoid the collision, since the police report indicated there was no cross-traffic (with a green light) at the time.
While I was there, Turkey's Supreme Court ruled that bribery didn't exist in the country; any extra funds a public official might be given were merely 'tips for exceptional service'.

IMO the only reason Turkey is in NATO is because they control access into the Black Sea (Turkish Straits) from The Med.
