I read that earlier. Is he a scapegoat or truly a poor leader that resulted in the deaths of these sailors?

Pretty sure he is a scapegoat. He followed the same training requirements as the other fleets. I think his firing is nothing more than the Navy saying, "We take this seriously." In my years in the Navy the 7th fleet was always more operational than the rest of the fleets. These latest collisions are a result of systemic training issues, in my opinion.
