I feel like a real assertive leader among the cadre could have and should have addressed these kinds of incidents and put everyone back on track. Much like other situations I have seen, it is when leaders get hands-off that the jackassery starts.

Agree but shouldn't the cadets try to resolve it first amongst themselves? If you adopt a zero tolerance policy with racism and one side is taught they can be hands off and just report it without being taught the skills on how to resolve it first......is that the solution we want or do we want more of a team approach tried first......then escalate to leadership. Especially given this is a class of future LT's.
