In his 1982 book, On Strategy: A Critical Analysis of the Vietnam War, now deceased COL Harry G. Summers, USA, postulated that LBJ could have gotten a declaration of war from Congress at that point in time. Ultimately, with such a declaration, he would have had “the will of the people of the United States”, and the outcome of the war may have been significantly different.
We had to read, analyze and write a paper on Summers’ work while attending the Command and General Staff Officer Course.

What was the reason that LBJ didn't get Congress to declare an act of War existed between North Vietnam and the U.S.A.? Was LBJ concerned about getting Russia and China involved?

PO2 (Join to see), this article may provide you with some insight as to what LBJ was thinking and how and why he acted as he did. Essentially, the Gulf of Tonkin Resolution allowed him authority to wage war without a declaration of war.
