Why recycle so many people from the administration that led to all this craziness

He wasn't the ideal pick. We (IAVA) wanted experience in healthcare and managing large bureaucracies, and a vet. He's got his own unique experiences we hope he truly commits to reforming the VA, though. No one administration led to "craziness," although the current one dropped in the ball in a big way during this pandemic in terms of accountability and transparency. We'll be watching.
