I think we often judge historical figures and events through the lens that we look through today. I'm not defending, or justifying, but I think we need to remember it was a different time, the plains Indians were seen as enemy combatants, and scorched earth tactics were accepted military doctrine. It was no different than Sherman's march or the siege of Atlanta. This has been going on since Genghis Khan, Alexander the Great, Julius Caesar, etc. The idea of the law of war is a modern construction. Although I agree with the law of war, I also agree with the idea of looking at historical events based on the standards of their time.
