“Drug overdoses should be fully investigated to determine where, when and how such drugs come into the possession of a soldier and who supplied the drugs for potential prosecution of the supplier and to cut off the flow of drugs to the post,” the Fort Hood review reads."

"CID officials have said that they’re working to implement a series of reforms following that review, including adding more agents to detachments, bringing the organization under civilian control and increasing access to lab tests and other investigative resources where needed."

SFC Sczymanski James L. - You do know what I posted was part of the article right... ok... I thought you did. The prison I go to have a few that may have been set up, most who made bad choices, some who got caught up in the drug of their choice & did something they normally wouldn't, & who knows how many that are just career criminals. I had one tell me he thought he was "institutionalized". After his third trip back for drugs... he hit it big time & has 25 years as a Habitual Offender. Some are there for D.U.I. causing injury and/or death. The only difference between me & them is I didn't get caught... never had a D.U.I. ... and didn't break the law. Last week I had dinner with two of them. One was the 1st Commander of the American Legion Post chartered in 2015. He is doing very good... has nice used vehicle, good job making decent $$$ that he can live on & save some, & I recently heard he has met a Lady friend. The second one was a Charter Member of the Sons Of The American Legion chartered in 2015 as well. He has an appartment & a job at a pallet shop... doing what he did at his prison job. I don't speculate anymore whether they will return or not... it's their choice. So, now you know what I've done since I retired in Jan. 2005.
Later...

I don't doubt it. As a teen growing up in Fayetteville, it was widely know that if You wanted a particular drug, You could find it in Fayetteville. I-95 was the pipeline between New York and Miami.
