WaPo won't let me read the article. But I googled "unregistered ammunition" (without the quote marks), and there isn't really much out there. The Washington Times had an article from 2013 that sounded like it might fit... how old is the WaPo article?

One 50 round box of pistol ammo and two 20 round boxes of rifle ammo. Wow, I bet that the physician is probably more dangerous with a scalpel.
