"Untruthful" is an odd way of saying he lied.
So let me see if I understand this: Fauci apparently had a hand in making COVID. He is now in charge of fighting the disease he helped make. His recomendation to us, is to use the product that companies he has financial ties to made. Did I sum that all up correctly?

They highlighted the wrong portion. The important part was "This award does *NOT* include funds to support research..." (emphasis mine).
A grant proposal does NOT equal a grant award.
Often grants come with stipulation like those highlighted - no restricted research; prior to doing action X, *further* approval must be obtained; etc.
This actually supports Fauci - what is posted here clearly shows that this grant was written to specifically preclude gain of function research.
