Not entirely true. The army generals are not totally trusted and are usually purged post military operations to keep them from getting popular with the joes which are not trusted at all by the state. The nuke force is not in the same category. They will be replaced by the next up good or bad. People have not and are not a scarce commodity in Russia or USSR.2.
