SrA John Monette - Exactly, the wall was never going to be completed (as long as the Democrats could put a stop to it). And a wall on its own never stopped anything. It should be a small part of a comprehensive program that
1) No longer incentivizes illegal entry, and in fact, punishes repeat offenses.
2) Removes the possibility of citizenship, lawful residence, or legal entry permanently
3) Punishes, criminally and civilly, those who knowingly aid, abet, or faciltate illegal immigrants and unlawful residents.

It was very easy to have Mexico "pay" for the wall. On average we give Mexico just under $350million in aid. For every dollar we have to put into deportation, take three from the foreign aid we give them and spend it on the wall. That both builds the wall and increases enforcement on the southern side.

What is the cause and effect of illegal immigration on re-districting? That leap is too long for me to follow.

My phrase "cut from the herd" must have gone by you. It is not implying that they want to reduce the Latino vote. It is implying that they want to secure the Latino vote for the Democratic party for themselves by using border security, illegal immigration, and deportation as wedge issues.

As far as your question about "ruthless enforcement," are you being deliberately obtuse? I'll try to make it plainer and simpler for you. Shooting and beating illegal immigrants would be illegal. Imprisonment on bread and water would be cruel and unusual punishment. As of 2019, the US Navy (the last holdout) no longer practices it.

By ruthless enforcement I mean no "catch and release." If you are in the country illegally you are detained until your status as an asylum seeker is approved. If it is disapproved you are subject to an immediate deportation hearing (run them 24/7) and if so decided, you are deported immediately. The only federal benefits that would be provided at taxpayer expense would be adequate food, shelter, water, and medical treatment necessary for life stabilization and safe deportation transit.

Go back to ICE raids on employers if ICE receives credible evidence that an employer is hiring illegal aliens or unlawful residents. Impose the existing criminal and civil penalties against both the employer and it officers who employ illegal aliens without due diligence in their hiring practices. Stop the nonsense that employers and landlords are no longer able to ask an applicant if they are in the US legally and have permission to work. Do not issue illegal aliens ID for purposes of conducting business (banking, driving, purchase of alcohol, tobacco, medical prescriptions, employment under federal, state and municipal contracts, and driving).

This will be a gargantuan task at first. The Biden administration has encouraged illegal immigration. Once people realize that we are serious about our border security and that the likelihood of a happy outcome is nil, they will stay fix their own country or try someplace else.

With some exceptions, the Immigration and Welfare Reform Act of 1996 Act prohibits not-qualified (illegal) immigrants from enrolling in most “federal public benefit programs” paid for by federal funds. But the law’s definition does not specify which programs are covered by the term, leaving that clarification to each federal benefit–granting agency. Any new programs must be designated as "federal public benefits" in order to trigger the associated eligibility restrictions and, until they are designated as such, they remain open to broader groups of immigrants including illegal aliens paroled into the United States for more than one year or having illegally remained in the U.S. in excess of 5 years without government permission.

The Department of Homeland Security announced on March 9, 2021, that they will no longer defend the public charge rule. This removes the requirement to prove citizenship legal entry and/or lawful residence for all or some benefits under the following programs. Technically most of these programs cannot give benefits to illegal aliens or unlawful residents, but the agencies are barred from determining legal residence or unlawful residence. The illegal lien must self-disclose, or a third party must come forward with credible evidence. In addition, illegal aliens may apply for exemption status if they are awaiting a deportation hearing, can offer proof of residence for a period of five or more years in the U.S. or are certain survivors of human trafficking.
