One obstacle left off of here are MOS that do both their jobs in a combat zone and in garrison. As a critical care nurse, I have to stay current and skilled in my job and there is no time built in a 12hr shift for PT. This could be fixed by hiring more nurses and have me work two 12hr shifts a week and the rest of the week I do army things but that is a cost the government is not willing to pay. When I was in Korea, we did PT @1700 and then worked from 1900-0700 and then started again at 1700. I was out of bed by 1530 everyday and after three days of 14-15hr days, would you want me taking care of your or your family in the ICU? MPs have some pretty ugly shifts in garrison as well.
