Of course he does. He doesn't want citizens defending themselves or the country.

I don't understand. Innocent helpless people were rounded up and were viciously murdered. What part of defending your home and loved ones makes someone a vigilante. I guess some people think it would be better to be rounded up and have their head cut off without offering any opposition.
