I had two travel cards, one for UNICOR, and one for the Guard.
I remember the BOP Monday Morning highlights (a weekly publication) regaling us with tales of government credit card misuse. There were some goodies. Breast implants, a M4 Sherman tank for a Legion post, and personal travels to name a few.

This article is misleading on so many levels.
Every govt employee, every member of the military, active and reserve, are required to have a government travel card, and that's about 4M people.
Now there are plenty of military members, especially in the reserve compos, who don't have a card or had a card cancelled because they can't figure out how to sign a travel voucher in DTS.
There's probably at least tens of thousands of unnecessary travel cards for people who have left the military or federal employment at any given time.
And travel cards are only activated when that card holder needs to travel on official business, and the only charges the govt reimburses are those authorized for that travel.
Any charge not authorized as necessary for that travel is not reimbursed, and paid by the cardholder.
These travel cards are effectively Citibank Visa cards in the name of the individual cardholder.
The government is not liable for any of these, the individual cardholders are.
There are also Centrally Billed Accounts, or Citibank Visas, where a travel office pays for the flights (only) for govt travelers who do not have, or do not qualify for a travel card.
The govt is liable for these.
There are also a government purchase card holders at BN, BDE, DIV level and above in all branches and compos, and whatever the equivalent levels are in govt depts, agencies, bureaus, offices, etc.
These are used for a range of purchases, from office supplies to repair parts, and each purchase goes through two levels of approval.
A purchase card typically has a $5K limit for a single purchase, and a total monthly or quarterly limit.
And at any given time, there are probably thousands of unused purchase cards for people who left those positions, as their back fill would have to apply for a new card in their own name. And while the card is in a cardholder's name, the govt is liable for these.

Travel offices always had a centrally billed account to pay for flights, but those cards (like every travel card) did not get reimbursed until a travel voucher was approved.
The govt got sick of centrally billed cards constantly getting canceled because some joes just couldn't submit a DD-1351 within a month of travel, so they made everyone get their own card, so that one Soldier's laziness didn't hem up travel for hundreds others.
