I agree with the popular sentiment, but will put part of the blame on the individual as his resisting is what led to being placed in handcuffs. However, I wouldn't expect much as if you're going to commit felony theft/fraud, then I'm not sure how much they would care about 'traumatizing' children.

There could have been reasons why the arrest took place at that time ... hypothetical instance - the police responded to the criminal complaint. While gathering initial information they saw the video of the individual that committed the crime and that individual was still on-site. You don't 'delay the arrest' just because the individual is now in a mouse costume, but you do approach him low-key and give him an opportunity to come quietly ... but if he starts resisting, sorry kids.

Again, completely hypothetical, but possible scenario.

I do like one of the comments from a creative poster, "Those poor kids are going to have P.T.S.CHEESE after seeing this."
