It’s a play on words/joke. Basically, it’s use of memes or internet prowess to advance a political agenda (think of all the trolling in the 2016 election) An example of this is when alt right trolls analyzed star systems to geo coordinate a secret live video of an anti trump flag, they went to that area in the dark and put up a MAGA hat instead. That is weaponized autism at its finest.
