What it does is put the JAG corps on notice that they need to treat those being prosecuted fairly. The UCMJ already has the deck stacked against the defendant. The Chief Law Enforcement Office in the land is the President and he is pushing back on a system that has ridiculously high conviction rates and over plays their hand too often.
