Attempting nation rebuilding only makes sense after total war and unconditional surrender SFC Joe S. Davis Jr., MSM, DSL.
1. In 1865 reconstruction of the south was fought over in Congress with some wanted to destroy the south through starvation, extensive war crimes trials, long term imprisonment of every confederate soldier until they recanted their oath to the CSA and swore an oath to the USA.. Our nation embarked on a reconstruction of the south and border states.
2. In 1898 IAW the Monroe Doctrine we fought Spain in the Spanish American War in the Caribbean [Cuba, Puerto Rico] and extended the war to the Spanish colonies in the Pacific [Philippines, Guam].
Puerto Rico and Guam became territories of the USA while Cuba was our ally then our enemy and the Philippines are so complex that we have had an on again-off again relationship with Manila while periodically fighting the Islamic radicals in the southern islands.
3. In 1918 the defeat of Germany and the breakup of the Auto-Hungarian empire and the Turkish Ottoman Empire led to WWII, the post-Yugoslavia breakup wars, and our current problems in the Middle East. The war was bitterly fought and the peace was ill-conceived which angered the Germans, the Slavic peoples and the Arabs [Balfour declaration which broke up the Ottoman lands and rewarded some who fought for the allies and created Saudi Arabia, Kuwait, Jordan, Syria, Iraq, etc.
4. In 1945 after the bitterly fought WWII, while the Nuremburg trials were going on the Marshall Plan was executed which turned our enemies into some of our strongest allies in Europe [not to mention restoring relationships with eastern Europe after the breakup of the Warsaw pact]. In the far east Douglas MacArthur championed efforts to rebuild relationship with Japan and turn them away from the feudal empire to a more democratic republic.
5. We elected not to fight the Korean War, Vietnam War, War in Afghanistan or War in Iraq to conclusion but instead we set a much lower bar of armistice or managed expectations.
6. The State Department should be the lead agency in working with other nations and hopefully it will one day work toward that goal instead of supporting Arab Springs, etc. Military operations are extensions of foreign policy and should only be used with clear objectives and goals when diplomatic efforts will not suffice.

This is a good reason to always require a formal declaration of war by the US Congress before combat starts or soon afterwards. The main reason is Constitutional for only Congress can declare war. These gross government over reaches in Korea, Vietnam, Iraq, Afghanistan, and et al fuel Big Brother and enable rapid growth in the military/industrial complex that has too much control over American elections.

SSgt Robert Marx - your statement makes sense for overt operations. Thankfully covert operations are funded separately and therefore they can respond when needed instead of after an attack.
