The old ones are probably still in great shape, probably a little dated though.

Cost probably include chartering other aircraft during installation of new reefer units. Air Force Two may get more use than planned. Manpower cost will be high due to security while the plane is in the warehouse. Airframe may have to be altered to handle the larger reefers. Extra flight tests, with air security, will be required. This is not simply a one-for-one machine replacement.
