I don't know about the non military training piece of it. Every time they hop in jet they are doing some kind of training and if they are on a mission they debrief and learn from their mistakes. The maintenance piece...IMHO...is lack of and availability of parts causing them to stretch to the limits of the useful life versus preventative maintenance like we have always done in the past. It has nothing to do with our maintainers...they are doing what the T.O's are saying do and doing the best they can. They (Big AF) haven't found the source of the Hypoxia because it is intermittent and really not consistent across airframes...they do need to nail it down though.
