IDK, while it may seem to be a simple oversight, I believe the whole process is convoluted and you may not be able to identify a single point of failure. 1) If the subject is convicted by the military (UCMJ), how is the conviction communicated between legal, MPF, AFOSI and SF? 2) Which convictions require NCIC entry? 3) Who is responsible for entering the information? 4) How do you verify if the information was transferred? I've been out for awhile, but from what I've read, either legal or MPF is charged with notifying AFOSI, who in turn coordinates with SF. Not sure if AFOSI has access to NCIC these days. Back in my day, I was a certified NCIC operator and I never recall being instructed to enter military convictions into the NCIC. This was after enactment of the Lautenberg Amendment. We had a couple of system administrators and maybe that was their job...unclear. I do know that failure to enter this type of information can be grounds for NCIC decertification.
My point is this process has several potential points of failure compounded by the fact this is handled at base level throughout the AF with apparently little oversight. Not making excuses but until this is made a priority with clear lines of responsibility and follow-up the problem will persist. Hate that it took 26 deaths to reach this point and I agree 100% that if people who dropped the ball can be identified they should be held accountable.
I would hope this becomes an IG Special Interest Item that is monitored at both the base and MAJCOM level.
