This is click bait. See: The Air Force will reportedly attempt to lower costs on a pair of new presidential planes by buying two Boeing 747 jetliners abandoned by a bankrupt Russian airline.

US considering buying new Air Force One planes built for bankrupt Russian airline
The US Air Force is for now abandoning the idea of building new aircraft to become Air Force One from scratch due to concerns over costs. Instead they are considering reconfiguring a pair of jumbo Boeing 747-8 planes originally built for a defunct Russian airline that went bankrupt in 2015, according to a US official and another source close to the discussions.

LTC (Join to see) - This is buying already built aircraft that will be quicker to upgrade and get into service. (Hopefully!) Boeing is making the money, when I first read the headline I thought we were buying Russian aircraft.

It appears to be a good deal. Brand new B747-800 aircraft, already built, ready for conversion.

Maybe; the airframe is the "cheap" part. I'd like to see the cost comparison between building Air Force One from the frame out to tearing one of these 747s apart and rebuilding it.
