It appears they were in a public place and it wasn't a scheduled event. If a politician walked into a public place where uniformed military were present should they run and hide or avoid him altogether? Did they have a speech endorsing the candidate or was it just a casual meet and greet?

Agree. What the article doesn't say it that MacDill runway is currently closed for resurfacing and some of its KC-135s are operating out of TIA. With all focus on this part of Florida and the many campaign flights in/out of TIA it's certainly probable that maintainers can/will come into contact with one of the candidates or their surrogates.

The article does in fact say that. Also, "come into contact" is very different than "form large group at the candidate's plane, take pictures/video and post to social media". Do what you want as a private citizen, but don't drag the DoD into your political activities, there is a reason the policies exist the way they do.
