Thanks for reminding us SP5 Mark Kuzinski that U.S. Ambassador-at-Large Averell Harriman acted as POTUS LBJ’s personal emissary as he visited leaders in Ceylon, Indonesia, India, Pakistan, Iran, Italy, France, West Germany, Britain, and Morocco to explain the results of the Manila conference and the “Declaration of Peace” signed there by Allied leaders with troops in Vietnam.
