This is why the United Nations and International Courts are never going to be effective. They only work through voluntary submission and China clearly is signalling that they are not prepared to submit. Can't blame them really. Look at the case of Israel's treatment in the UN. Imagine if they submitted to every condemnation from committees ruled by their neighbors (their mortal enemies). I think we'll just have to muddle through somehow with old fashioned diplomacy of broken treaties and sour deals. Get a little here. Give a little there. But never ever depend on a damn thing
