I assume people just look for things to blame on whichever president or political party they don't like.
The science and reading score are one point different. The math score fell from a 481 in 2012 to a 470 in 2015. But he fails to mention that it rose from a 474 in 2009 up to that 481 during the same administration.

Look longitudinally back to the '70's (before Dept of Education) also look at "re-norming" of SAT & ACT scores.
