Probably because the Islamic state is not a standing army that could go toe to toe with a standing government Army.
Just my two cents, but hey if they want to try and go toe to toe with SAA/RU/TU. More power to them. It's their death wish.

Success has come with a price tag - and it is an operational one. To win you must be able to hold - and if you can not generate forces to hold for long term... you have a problem. So all the mercs and foreign militias and Iranian army and Hez are able to do the heavy lifting - but not enough to be everywhere... and so you lose even by winning tactically.

"Rapidly" retaking a city (Mosul) tells me it's happening in a matter of hours or days... not months. The battle for Mosul began in mid October of 2016, much of the city is still in the hands of Daesh. The fourth coalition (Assad and friends) mentioned in this article isn't just fighting against Daesh, it's fighting Syrian rebels supported by the Turks (Coalition 1), the SDF and Kurdish fighters (coalition 2) and Daesh. Have we forgotten that all this began as a rebellion against Assad the butcher? Daesh is fighting everyone and Assad is fighting everyone except for the Iraqi army. Neither Assad nor Daesh are doing well at the moment, which is to be expected given the situation. Should be we really be surprised that the two most beleaguered groups might occasionally cooperate to ensure their survival?
