Seems like a moot point if these establishments are already on the installation's "off limits" list. But, I do agree that it is a shady business practice to market their products to active military who cannot legally purchase or consume them.

I agree. In that drugs are illegal at the federal level it should apply to all folks working in a government related position. That would include contractors working on government contracts which usually have drug free clauses for employees of the contractor working on that contract. I could see where this bill would add to the enforcement side though.
