Very interesting. She did a lot to get women the vote. I guess one can infer she was a very early leader in the feminist and lesbian movements as well. Thanks for the share. I guess it was President Wilson's administration that recommended the award but this story doesn't cover the how she got it very well.

LTC John Mohor I tried to find more, but I couldn't find the actual citation. She did work for the Women's Committee of the United States Council of National Defense. I read elsewhere that she served women at home and soldiers overseas. I respect anyone who broadens the constituency and rights of others. She certainly did a lot for the women's movement of that time. She did not support the more militant factions of the suffragettes, however.
