Not unexpected. Our intercontinental anti-missile program is inadequate. It has had tests but it has never achieved either the effectiveness or suitability requirements in the ORD. (Operational Requirements Document) It is still decades from the becoming a really effective nuclear deterrent. We will continue to be dependent on "mutually assured destruction" for deterrence for the foreseeable future.
